The State of South Carolina Department of Social Services is seeking a single‑entity, licensed group‑care facility to operate a Qualified Residential Treatment Program (QRTP) for children and youth with serious emotional or behavioral needs. The contractor must provide trauma‑informed, family‑centered services, maintain required staffing ratios, hold state licensure and an accepted accreditation, and meet extensive reporting, security, and insurance requirements. The contract is a fixed‑price, five‑year award with a daily rate ceiling of $315 and automatic one‑year renewals unless either party provides 30‑day notice of non‑renewal.
