SUPERVISED INDEPENDENT LIVING (SIL)

The State of South Carolina is seeking a qualified provider to deliver the Supervised Independent Living (SIL) program for former foster youth ages 18‑21 who are enrolled in the Extension of Foster Care (EFC) program. The contractor must supply apartment‑style housing that meets all safety and code requirements, furnish each unit, provide utilities, and deliver a comprehensive suite of case‑management, life‑skills, health‑coordination, food‑stipple, and transportation services. The contract is a fixed‑price, “qualified providers list” award with a maximum daily reimbursement of $137 per resident and a base period of one year with up‑to‑four annual renewal options (maximum five‑year term). • Provide safe, furnished, apartment‑style housing (≈1 bedroom per youth) with utilities, internet, and on‑site laundry at no cost to residents. • Deliver weekly face‑to‑face case management, life‑skills assessments within 30 business days, individualized transition plans, monthly workshops covering NYTD categories, and ongoing health‑wellness coordination. • Maintain rigorous reporting (monthly NYTD tracking, quarterly financial reports) and comply with extensive information‑security, insurance, and staffing‑ratio requirements (minimum 0.5 FTE per 8 residents, qualified staff with bachelor’s degree + 2 years experience).
