The City of Los Angeles Harbor Department is seeking proposals from qualified entities to enter into a pre-development agreement for the potential development of a new standalone marine container terminal at the Port of Los Angeles, known as the Pier 500 Project. The pre-development agreement will be for a term of five years, with the potential to enter into a subsequent leasing and development agreement. The project involves the development of a new marine container terminal, including the creation of approximately 200 acres of new landfill and the construction of a new wharf. The successful proposer will be required to provide input to inform the material terms of the implementation agreement, which will govern the development, build, financing, operation, and maintenance of the terminal. • The project requires the proposer to have experience in developing and operating marine container terminals. • The proposer must be able to demonstrate financial capability and capacity to undertake the project. • The proposer must be able to provide a detailed proposal outlining their approach to the project, including their experience, qualifications, and financial capabilities. • The proposer must be able to comply with all applicable laws and regulations, including the California Environmental Quality Act and the National Environmental Policy Act. • The proposer must be able to work with the Harbor Department to develop a coordinated and efficient permitting and decision-making approach.
