Inactive Hazardous Sites Branch Environmental Engineering Services

The North Carolina Department of Environmental Quality’s Inactive Hazardous Sites Branch is seeking qualified environmental engineering firms to provide a broad suite of technical services for assessment, mitigation, and remediation of inactive hazardous sites across the state. The contract will be awarded on a task‑order basis (no guaranteed minimum or maximum volume) with an estimated total budget of $5 million over a five‑year base period plus one optional two‑year extension. Firms must be licensed to practice engineering in NC and will be required to submit a Letter of Interest and a current SF‑254. • Services include site‑specific work plans, property acquisition, hydrogeologic and contaminant sampling, geophysical and land surveying, mitigation design, water‑supply alternatives, demolition oversight, subcontractor management, permitting, health & safety plans, and reporting. • Work is performed on a not‑to‑exceed task‑order basis; subcontractor work over $3,000 requires at least three quotes, and over $500,000 follows formal sealed‑bid procedures. • Fee schedule is hourly (e.g., $180/hr for Principal engineers, $140/hr for Project staff) plus reimbursable travel and equipment costs. • Deliverables include technical reports, design drawings, permit applications, data deliverables in NCDEQ EQuIS format, and optional testimony at public hearings. • The solicitation opens 14 Sept 2026 and closes the same day; interested firms must email the LOI with subject “IHSB LOI” (max 25 MB attachment).
