Purchase and Development of City-Owned Property at 2nd Street and Sabella Street

The City of Pekin is soliciting proposals for the purchase and development of a city-owned property located at 2nd Street and Sabella Street. The site is approximately 4 acres and is bisected by Sabella Street, which may be vacated as part of the development. Respondents are responsible for investigating the current conditions of the site and submitting proposals that will be evaluated for the highest and best use of the property, as well as for economic and financial impact to the City. Some key points to consider include: • The site is surrounded by 2nd Street, Susannah Street, St. Mary Street, and Front Street. • There is one residential parcel on the site that is not owned by the City and not included in this RFP. • Proposals must be submitted in hardcopy at City Hall by 5:00 PM on July 31, 2026. • The full Request for Proposals can be obtained by emailing Josh Wray, Director of Economic Development.
