Description

The State of South Carolina Law Enforcement Division (SLED) is seeking a single vendor to provide a turn‑key digital billboard advertising solution for the Safe Carry Initiative. The contractor will supply, install, operate, and maintain digital billboard hardware at pre‑approved locations across four South Carolina metropolitan areas (Columbia, Myrtle Beach, Charleston, and Greenville) for an estimated four‑month campaign. The State will furnish the advertising content; the vendor must display it on the billboards and ensure all technical specifications are met. Bids are evaluated solely on lowest price, with the award expected to be posted the day after the bid opening. • Scope: Provide digital billboard hardware, installation, ongoing operation, and removal for four‑month ad campaign. • Locations: 12 specific roadway sites grouped into four geographic “Areas” (Columbia Metro, Myrtle Beach, Charleston, Greenville). • Requirements: Turn‑key pricing per billboard per month, compliance with technical specs (minimum 72 DPI/PPI), vendor must be registered in South Carolina and meet standard state procurement certifications.

Budget estimate

$100,000 – $300,000

No contract value is disclosed. Typical digital billboard rentals in South Carolina range from $2,000 to $5,000 per month per site. Assuming 12 sites (the four areas contain multiple billboards) for a four‑month campaign, total contract value could fall between roughly $100,000 (12 × $2,000 × 4) and $300,000 (12 × $5,000 × 4). Additional costs for installation, maintenance, and removal may increase the high end. Therefore a reasonable estimate is $100k–$300k.
