County of Hawaii Smart and Safe Intersection Demonstration Project, Federal Aid Award no. 693JJ32540128

The County of Hawaii is seeking a qualified design/planning consultant to provide engineering services for the Smart and Safe Intersections Demonstration Project. The project aims to install and test smart intersection technology at five locations in Hilo to improve roadway safety for pedestrians, bicyclists, public transportation riders, drivers, and other roadway users. The consultant will be responsible for installing, testing, and analyzing smart intersection solutions, including data collection and analytics, wireless network integration, and real-time user warnings. The project also includes an educational component to engage local schools and promote traffic safety awareness. Key services include: • Installation and implementation of smart intersection technology • Data collection and analytics • Wireless network integration • Real-time user warnings • Community engagement and education • Services to be provided by the County, including reference plans and information The contract is anticipated to begin in June 2026 and be completed by the end of May 2027.
