Professional Services for Wastewater Treatment Facility Alternatives & Upgrades

The City of Mandan is seeking qualified consulting‑engineering firms to develop alternatives, design, and oversee construction of upgrades to its existing wastewater treatment facility under a Construction Manager at Risk (CMAR) delivery method. The scope includes treatment‑process analysis, integration with solids‑handling and odor‑control systems, instrumentation & control upgrades, permitting, financing assistance, community outreach, and optional owner‑advisor services. Firms must demonstrate deep WWTF knowledge, CMAR experience, and the ability to secure grant or loan financing. • Conduct alternatives analysis (conventional & advanced) and design the selected WWTF upgrade. • Provide I&C system review and modernization, plus construction‑administration support during CMAR execution. • Manage permitting, regulatory compliance, financing strategy (grant/loan identification), and public engagement. • Submit a 15‑page SOQ (cover letter excluded) with experience, team qualifications, and references; appendices not counted toward page limit.
