SUB-REGIONAL OPERATING GROUP - 91ST AVENUE WASTEWATER TREATMENT PLANT AERATION REHABILITATION - ENGINEERING SERVICES

The City of Phoenix seeks a qualified consulting team to provide comprehensive engineering, design, construction‑administration, and inspection services for the rehabilitation of the air‑process facilities at the 91st Avenue Wastewater Treatment Plant (capacity 230 MGD) in Tolleson, AZ. The scope includes field assessments, prioritization, design of structural, electrical, mechanical, and control systems for blower buildings, air‑intake equipment, compressors, and ancillary support, preparation of construction documents, permitting, construction‑admin oversight, and integration with the City’s Water Asset Management system. The effort will be phased over several fiscal years, with multiple design and equipment‑procurement packages, and will require coordination with the City’s engineering staff, plant operations, and a Construction Manager at Risk (CMAR). • Conduct site reviews and asset inventories of blower buildings, air‑intake plenums, bag houses, filters, cooling systems, compressors, motors, piping, valves, and control instrumentation. • Develop design packages (structural, electrical, mechanical, control) and limited construction drawings where permitting is required. • Produce schedules, life‑cycle cost analyses, and value‑engineering recommendations. • Obtain permits, prepare contract documents, and manage construction administration and inspection (CA&I). • Coordinate updates to the Water Asset Management (WAM) database and provide programming updates to the plant’s control system. • Deliver start‑up assistance, training, and close‑out documentation, including record drawings.
