PUUHONUA REENTRY PROGRAM

The Office of Hawaiian Affairs (OHA) seeks a qualified firm to design, establish, and operate a culturally grounded “Puuhonua Reentry Program” that provides a scalable bridge for Native Hawaiian individuals transitioning from incarceration back into the community. The effort addresses gaps identified in the Hoe Amau report—fragmented service delivery, lack of planning, and insufficient post‑release support—by integrating shelter, housing, employment, mental‑health, and community‑based services on Oahu. The contractor will be responsible for program design, staffing, service delivery, performance monitoring, and reporting, with an emphasis on cultural competence, community engagement, and meeting state wage requirements. Proposals are due 28 Sept 2026 via HIePRO; questions were due 4 Sept 2026. The award is anticipated in October 2026, with work to begin shortly thereafter. • Develop a comprehensive re‑entry bridge model (policy, workflow, service integration). • Provide direct services: temporary shelter, transitional housing, employment placement, disability support, mental‑health halfway‑house services. • Recruit, train, and manage staff; maintain on‑site representation in Hawaii. • Ensure compliance with Hawaii’s General Excise Tax, wage statutes, and certification requirements. • Submit cost‑reimbursement and price proposals; the contract will be cost‑reimbursement up to a not‑to‑exceed amount. • Demonstrate cultural competence with Native Hawaiian communities and meet MBE/WBE participation goals.
