RFP Na Manu Elele 26

The State of Hawaii’s Department of Land and Natural Resources (DLNR) – Division of Forestry and Wildlife is seeking a qualified contractor to manage and coordinate the Nā Manu ‘Elele Trail Steward Program. The contractor will develop, market, recruit, train, and oversee a statewide network of temporary land‑steward staff (approximately 20 stewards and 4 lead stewards) who will provide visitor interpretation, safety monitoring, and environmental protection on sensitive cultural and natural sites. Responsibilities include program design, outreach materials, payroll/HR administration, provision of PPE and communication equipment, performance reporting, and partnership development with government, private, and community stakeholders. The contract runs from November 2026 through April 2028 (with possible extensions) and is funded by the newly created Hawaiʻi Green Fee.
