Notice of Intent to Issue a Sole Source Award for X-Ray Scanning Systems

The Department of War, Washington Headquarters Services, Acquisition Directorate, intends to award a sole source contract to Astrophysics, Inc. for an X-ray screening system, Model XIS-6545DV. The system will support security operations requiring high-resolution imaging, dual-energy material discrimination, and TSA/ECAC-compliant detection capabilities. The contract includes the delivery of two XIS 6545DV model X-ray machines, along with 0.5m entry and 0.5m exit roller tables. The contractor must provide all equipment, material, and manpower to coordinate the delivery, installation, and calibration of the X-ray systems. The contractor must also ensure that all items are properly packaged to safeguard against damage during transportation and delivery. • The X-ray system must meet specific technical specifications, including overall dimensions, tunnel opening, max object size, conveyor speed, and conveyor capacity. • The system must also meet security requirements, including compliance with USFDA CDRH 21-CFR 1020.40 and radiation leakage of less than 0.1 mR/hr. • The contractor must provide a minimum 1-year warranty for the products and ensure that all items are properly packaged to safeguard against damage during transportation and delivery. • The contractor must also provide an electronic version of the warranty, maintenance, and sustainability information on all products provided as part of this contract.
