Description

The Office of Parks, Recreation and Historic Preservation (OPRHP) is seeking quotes for the removal of trees near Lake Welch Wastewater treatment plant (WWTP). All trees within the designated area shown, an approximately 12’ wide path, on the attached drawing are to be dropped. There are approximately 108 trees ranging from 3” DBH – 32” DBH (DBH – diameter at breast height 4’-6’). Site access requires clearance through an underpass. The underpass dimensions are 12 ft high and 14 ft wide (with 6” curbs on both sides). All vehicles will need to meet this clearance. If this clearance cannot be met with the equipment a different access route requiring additional clearing would have to be coordinated. Site access is primarily via a gravel road and a temporary access road to be established by Parks. A staging area can be set up at the Parks stockpile area shown on the attached drawing. Trees should be cut no more than 3’ above ground surface using hand tools and equipment and vehicles with low ground pressure tracked or rubber wheels. Trees with a DBH of 18” or greater are to be stockpiled by the WWTP. Removal of the trees and debris off site is not part of this contract. All trees must be on the ground by March 31, 2027. Erosion Control measures should be set in place following any soil disturbances. BID price should be inclusive of all necessary materials listed on the Pricing Chart. Please direct all technical questions to Trevor Saksa at [email protected] or call 845-889-3851. There will be a guided tour/ Site Visit on Tuesday October 13th, 2026 at 11:00AM. Meeting point at Lake Welch Bathhouse at 800 Kanawauke Rd, Stony Point, NY, 10980. Please be on time. Business enterprises awarded an identical or substantially similar procurement contract within the past five years: CEDAR POND ENTERPRISES, DECKER'S TREE SERVICES.

Budget estimate

$150,000 – $300,000

No contract value is disclosed. Based on typical New York State tree‑removal contracts for ~100 medium‑to‑large trees, equipment constraints, on‑site stockpiling, and required erosion control, a reasonable estimate ranges from $150,000 for a low‑bid contractor using basic equipment to $300,000 for a provider with specialized low‑ground‑pressure machinery and comprehensive erosion‑control measures. Factors influencing the final amount include labor rates, equipment rental costs, disposal logistics (though off‑site disposal is excluded), and any additional site‑access work.
