The Unified Government of Athens‑Clarke County (ACCGov) seeks a qualified vendor to design, install, and maintain a comprehensive sewer flow‑meter and data‑collection system across its public utilities network. The contract covers provision of permanent and portable flow meters, rain gauges, data loggers, server hardware/software, web‑based data access, preventive maintenance, and repair services for a five‑year period with two optional one‑year extensions. Two ownership models are offered: (1) ACCGov purchases the meters and contracts for maintenance and data services, or (2) the vendor retains ownership and leases the equipment while providing the same services. Performance standards require ≥90 % uptime in dry weather and ≥95 % uptime in wet weather. • Install ~70 sewer flow meters (65 permanent, 5 portable) and 10 portable rain gauges • Provide web‑based data collection, storage, and user access • Deliver preventive maintenance and rapid repair (≤10 days) • Meet high‑availability uptime targets • Offer optional equipment‑ownership models • Contract length: 5 years (plus up to 2 years extension) • Estimated contract value: $1.4 M–$1.7 M
