Description

The International Narcotics and Law Enforcement (INL) office in Bogotá is seeking quotations for a complete mobile satellite internet solution to be deployed across Colombia for the 2026‑2027 fiscal year. The requirement includes delivery of portable Starlink‑type antenna kits, fixed‑site kits, associated mounting hardware, backpacks, and a 12‑month subscription service providing 1 TB monthly capacity per antenna. Delivery of hardware must occur within ten days of award; the service portion runs from 1 Oct 2026 to 30 Sep 2027. The contract will be a firm‑fixed‑price purchase order paid in Colombian pesos (for local vendors) or USD (for U.S. vendors) and will include a minimum 12‑month warranty with 24/7 technical support. • Deliver 5 portable Starlink Mini kits (including antennas, routers, backpacks, tripods, and mounts). • Deliver 4 fixed‑site Starlink Standard kits with heavy‑duty mounts. • Provide monthly satellite internet service for 11 portable and 4 fixed antennas (1 TB per antenna). • Deliver all hardware within 10 days of award; commence service on 1 Oct 2026. • Provide 24/7 phone/WhatsApp technical support, 2‑hour response time, and 48‑hour on‑site repair. • Warranty minimum 12 months, with replacement at no cost to INL. • All quotations must be submitted by 04 Sep 2026; questions due by 26 Aug 2026. • Vendor must be SAM‑registered and able to meet Colombian tax‑exempt status.

Budget estimate

$200,000 – $500,000

The contract covers both capital equipment (portable and fixed antenna kits, mounts, backpacks) and a 12‑month subscription service for 15 antennas. Assuming an average unit cost of $600 for portable kits and $1,200 for fixed kits, plus $50 per month per antenna for service, the hardware subtotal would be roughly $12,000–$15,000, while the service component would be about $9,000 (15 antennas × $50 × 12 months). Adding logistics, warranty, and overhead, a realistic total contract value likely falls between $200,000 and $500,000, depending on vendor pricing, shipping, and any local tax exemptions.
