The State of Delaware’s Department of Education is seeking a vendor to design, host, and manage an e‑commerce‑style platform that enables teachers to request up to $750 worth of literacy resources per project. The vendor will provide the technology platform, marketing support, technical assistance, procurement and shipping of approved materials, and ongoing data reporting. The contract runs for one year with possible short‑term extensions, and the State will fund up to 4,000 teacher projects. • Deliver a secure, cloud‑based marketplace where teachers submit project requests and administrators approve them. • Procure, purchase, and ship curriculum‑aligned literacy resources (books, manipulatives, etc.) on behalf of teachers, ensuring compliance with DOE‑approved categories. • Provide weekly (first 12 weeks) then monthly reporting, final reporting by February 2027, and maintain all data for state use. • Support marketing, virtual training, and technical help for educators; manage all third‑party subcontractors and disclose full cost breakdowns.
