SCI Pittsburgh-3001 Beaver Ave RFI

The Commonwealth of Pennsylvania is seeking information from developers regarding the potential sale and redevelopment of the State Correctional Institution (SCI) Pittsburgh property, located at 3001 Beaver Avenue in Pittsburgh. The property consists of approximately 21.7 acres and 42 structures, and is currently zoned Riverfront-General Industrial (RIV-GI). The Commonwealth is looking for developers to provide information on their approach to redeveloping the property, including their experience, financial capacity, and proposed redevelopment concept. • The property has been listed as a historic district on the National Register of Historic Places since 2018. • A Land Use Feasibility Study has been completed, which recommends full demolition as the preferred method of disposal and proposes that approximately 5.2 acres along the riverfront trail be dedicated as public parkland. • The property is currently being evaluated under the assumption of a "shovel-ready" conveyance, which would require full site demolition and environmental remediation to achieve Act 2 Land Recycling Program clearance for non-residential (industrial) use. • The appraisal of the property assumes a clean, shovel-ready site, and documents several underlying physical and legal characteristics that developers must factor into their underwriting.
