Mobility on Demand Pilot Services Operations

The Spokane Transit Authority (STA) is seeking a qualified contractor to operate a multi‑zone Mobility‑on‑Demand (MOD) pilot service. The contractor will provide vehicles, drivers, dispatch, maintenance facilities, and reporting for five initial zones and a later sixth pilot focused on elderly and disabled riders. Service must integrate with STA‑provided demand‑response software, meet safety‑sensitive employee regulations, and supply regular performance metrics. The contract is for an initial three‑year term with possible one‑year extensions. • Operate MOD service in five Spokane‑area zones (North Spokane Valley, Latah Valley, Liberty Lake, West Plains, Northeast Spokane) with defined operating hours per zone. • Provide a fleet of ≤ 5‑year‑old, 5‑seat vehicles (non‑WAV for initial zones) equipped with STA branding, cameras, and required on‑board technology. • Supply W‑2 drivers and staff, conduct background checks, drug‑testing, ADA‑related training, and maintain a local operations office, storage, fueling, and maintenance facilities. • Deliver monthly, quarterly, and annual performance reports covering ridership, response times, cost metrics, and customer complaints. • Meet Title VI, ADA, FTA‑D, and Washington state transportation compliance; maintain appropriate insurance and bonding per the Sample Agreement.
