Description

The Department of Labor and Industrial Relations is soliciting proposals from qualified actuarial and program implementation consulting firms to conduct a comprehensive actuarial analysis, labor market impact assessment, and implementation framework for a statewide Paid Family and Medical Leave (PFML) program in Hawaii. The project aims to deliver a comprehensive, Hawaii-specific feasibility analysis and implementation framework for a potential PFML program. The scope of work includes actuarial analysis, staffing resources and labor market sustainability, implementation timeline and risk mitigation, workforce and demographic analysis, program design and delivery framework, and core program design parameters. • Actuarial analysis: The consultant shall use Hawaii-specific workforce, employer, wage, geographic, and demographic data to produce actuarial models. • Staffing resources and labor market sustainability: Identify staffing levels for all phases of PFML development and operations. • Implementation timeline and risk mitigation: Recommend phased implementation strategies, parallel or sequential rulemaking schedules, and realistic timelines. • Workforce and demographic analysis: Analyze impacts on low-wage, part-time, seasonal, multiple-jobs, and self-employed workers. • Program design and delivery framework: Conduct a comparative analysis of other state PFML programs to identify lessons learned, evaluate administrative and operational practices, and determine which program design elements, funding structures, and implementation approaches are most applicable and adaptable to Hawaii.
