Description
The State of Maryland’s Department of Information Technology (DoIT) is seeking a Master Contractor to renew its Atlassian SaaS licenses (Jira Software Premium and Confluence Premium) for a 12‑month term. The solicitation is limited to vendors that already hold a COTS 2012 Master Contract (BPO #060B2490021). Bids must be submitted electronically via the eMaryland Marketplace Advantage (eMMA) system by 10 AM EST on 26 Oct 2026. Questions are due by 10 AM EST on 21 Oct 2026. The award will be made to the most advantageous proposal based on conformance, price, and delivery schedule.
• Licenses: 100 Jira Premium (cloud) users and 50 Confluence Premium users.
• Contract term: 11/15/2026 – 11/15/2027 (1 year).
• Eligible vendors: Existing Master Contractors under the COTS 2012 contract; must provide Letter of Authorization and MSRP screenshot.
• Submission: eMMA portal only; pricing must remain valid for 90 days.
• Evaluation criteria: technical conformance, price, delivery schedule.
