PKB Enterprise Land Mobile Radio (ELMR) Propagation Coverage Survey (Service) (Pre-Solicitation Notice)

The Department of the Air Force, 90th Contracting Squadron, is seeking a contractor to conduct a comprehensive Enterprise Land Mobile Radio (ELMR) Propagation Coverage Survey at F.E. Warren Air Force Base, Wyoming. The survey aims to identify system deficiencies and provide recommendations for improvement. The contractor will be required to provide all necessary labor, expertise, and equipment to execute a detailed assessment of the existing LMR network. The period of performance for this effort is set at 120 calendar days following the contract award. Key aspects of the job include: • Assessing VHF and UHF spectrum propagation and identifying dead spots • Providing statistical data on overall network capabilities and effective radiated Power Output (ERP) and Voltage Standing Wave Ratio (VSWR) of the specified repeater sites • Providing periodic status updates and a comprehensive report on deficiencies and performance recommendations • Handling and safeguarding of SECRET and classified information • Adhering to operational security (OPSEC) requirements and anti-terrorism measures • Complying with environmental controls and safety requirements
