The State of Maine is seeking a qualified law firm (or consortium) to enforce out‑of‑state tax judgments and recover delinquent tax liabilities on behalf of Maine Revenue Services. Work will include domestication of foreign judgments, garnishment of wages and bank accounts, seizure of assets, settlement negotiations, and monthly status reporting for each case. The contractor must be licensed in at least ten states outside Maine and will be compensated on a contingency‑fee basis tied to collections achieved. • Approximately 53 active litigation cases (≈ $1 M) plus ~250 pending cases (≈ $7 M) to be pursued across multiple jurisdictions. • Required bar admission in ≥ 10 U.S. states (excluding Maine) and good standing with each state bar. • Contingency‑fee proposal only; the lowest percentage offered receives full cost‑score points. • Contract term up to five years (initial 1‑year period with two optional two‑year renewals). • Mandatory monthly reporting and forward of all settlement negotiations to MRS for approval.
