Homelessness System of Care – Strategic Refresh

The County of Marin seeks a qualified consultant to lead a strategic refresh of its Homelessness System of Care. The effort is limited to a six‑month facilitation series that will engage system partners, people with lived experience, and County staff to synthesize gaps, identify root drivers, and produce a refreshed strategic plan, implementation roadmap, and accompanying deliverables. The work will be performed under a standard professional‑services contract with a total funding ceiling of roughly $100,000 and must comply with insurance, debarment, and accessibility requirements. • Facilitate 3‑4 months of stakeholder working sessions, capture decisions, and iteratively draft a Strategic Refresh Report. • Conduct gap analysis, root‑driver synthesis, and develop a detailed implementation roadmap with actions, owners, timelines, and performance indicators. • Provide required deliverables: baseline review packet, session summaries, final strategic report, slide deck, and roadmap; all within an 18‑month contract period (Jan 1 2027‑Jun 30 2028). • Must meet County insurance standards (general liability $1M, auto liability, and $2M cyber‑liability per Amendment 1) and sign non‑collusion and debarment certifications.
