RFP 2027-001 East Bottom Small Area Plan

The City of Salem seeks a professional consulting team to develop the East Bottom Small Area Plan, an implementation‑oriented amendment to the city’s Comprehensive Plan. The scope covers comprehensive existing‑conditions assessments, extensive stakeholder engagement, land‑use, housing, economic, transportation, multimodal mobility, infrastructure, environmental, flood mitigation, and environmental‑justice analyses, as well as industrial preservation, modernization, and resilience strategies. The consultant will also produce neighborhood‑stabilization recommendations, historic rail corridor evaluations, a future land‑use framework, and a detailed implementation strategy with regulatory recommendations and funding opportunities. • Conduct data collection, field surveys, and existing‑conditions analysis for the East Bottom district. • Facilitate public and stakeholder engagement processes, including workshops and outreach. • Deliver a multi‑disciplinary plan covering land use, housing, economic development, transportation, environmental justice, and implementation road‑maps.
