Health & Welfare Actuarial & Broker Consultant

The State of Colorado is seeking a qualified firm to serve as its Health & Welfare Actuarial and Broker Consultant on a flat‑fee, annual basis. The consultant will provide actuarial analysis, benefits procurement assistance, broker services, compliance monitoring, wellness program support, and rapid fiscal‑note responses for the State’s employee benefit programs covering roughly 39,000 employees. The scope includes market research, bid evaluation, contract negotiation, ongoing performance monitoring, data analytics, and open‑enrollment support, with an expectation of high‑touch, on‑site and remote assistance throughout the contract year. • Required licenses to perform employee‑benefit services in Colorado. • Must have at least one Fellow of the Society of Actuaries on the team. • Minimum five years of public‑sector consulting experience of comparable size. • Provide a flat annual fee covering all listed services; no additional hourly charges. • Deliver monthly/annual financial reports, PBM audits, actuarial projections, and 4‑hour fiscal‑note turnarounds. • Support open‑enrollment activities (March‑June) and ongoing compliance with state/federal regulations.
