HOUSING QUALITY STANDARDS (HSQ)/NATIONAL STANDARDS FOR THE PHYSICAL INSPECTION OF REAL ESTATE

The City of Springfield is seeking proposals from qualified firms/providers to provide Housing Quality Standards (HQS) / National Standards for the Physical Inspection of Real Estate (NSPIRE) Inspection Services. The contract will be for a one-year term with the option to renew for four additional one-year terms. The contractor will be responsible for inspecting properties in accordance with the HOME regulation using the Housing Quality Standards (HQS) in 24 CFR Part 982.401. The contractor must provide qualified inspectors to conduct HQS / NSPIRE inspections and must coordinate with property owners or their agents to schedule inspections. The contractor will be paid based on the number of inspections completed. • The contractor must provide all labor, supervision, materials, and supplies necessary to perform the inspections. • The contractor must provide a proposed schedule of completion for annual inspections. • The contractor must provide resumes for all inspectors assigned to the project. • The contractor must provide monthly progress reports and notification to the City of any un-cooperative owners or property managers. • The contractor must provide an opportunity for City staff to attend and observe up to six of the initial inspections.
