CMPD License Plate Recognition System

The City of Charlotte is seeking a North Carolina Alarm Systems Licensing Board‑certified vendor to replace its existing License Plate Recognition (LPR) system for the Charlotte‑Mecklenburg Police Department. The contract requires delivery of a complete, state‑of‑the‑art LPR solution—including hardware, software, cloud storage, mobile broadband, network integration, and device management—plus a centralized management platform, data retention, real‑time alerts, vehicle analytics, and compatibility with CMPD and third‑party law‑enforcement databases. The vendor must also provide installation, configuration, all necessary permits, user training, system validation, and ongoing maintenance, while ensuring compliance with federal, state, and local privacy and security regulations. • Must hold a valid NC Alarm Systems Licensing Board license at contract execution and maintain it throughout the term. • Provide full hardware and software suite, cloud services, and network integration. • Include centralized management, data retention, real‑time alerting, and analytics. • Deliver user training, validation, and maintenance services. • Ensure data remains under CMPD control and meets all applicable privacy/security statutes.
