Description
The City of Salina seeks a qualified consulting firm to conduct a comprehensive, objective operational assessment of its municipal animal shelter. The consultant will evaluate the physical facility, daily shelter operations, animal care standards, community outreach, volunteer program, finance, data management, leadership, and veterinary services, then deliver a full written report with prioritized, cost‑estimated recommendations and present findings to city leadership.
• Assess building layout, safety, ADA compliance, and capital improvement needs.
• Review intake, adoption, euthanasia, foster, and veterinary protocols against industry best practices.
• Analyze finances, staffing, data systems, and community engagement to identify efficiency gains and sustainability opportunities.
• Provide an executive summary, implementation timeline, cost estimates for each recommendation, and a presentation to stakeholders.
