The Navy’s Naval Enterprise Networks (NEN) program is conducting market research to define a future Supply Chain Management and Integration capability for IT hardware, software, licenses, and related services. The effort seeks industry input on how to create a rapid, transparent, and secure procurement process that provides end‑to‑end asset visibility and maintains continuous government control, while supporting more than 1,600 CONUS and OCONUS locations. The RFI asks respondents to describe operating models, catalog and ordering processes, fulfillment and risk‑management approaches, data integration strategies, and transition plans, all while complying with strict data‑ownership, security, and auditability constraints.
• Scope includes demand/catalog management, sourcing/procurement, order fulfillment, asset lifecycle management, software licensing, supply‑chain risk management, and data/integration services.
• Hard constraints require government‑owned data, non‑proprietary interfaces, full visibility, security compliance, global logistics capability, and seamless transition from incumbent suppliers.
• Respondents must be able to demonstrate comparable commercial supply‑chain solutions, describe performance metrics, and outline risks and recommendations within a six‑page response.
