The U.S. Navy is issuing a full‑and‑open competitive solicitation for the development, production, integration, testing, fielding, and lifecycle sustainment of the Electronic Chart Display and Information System (ECDIS) hardware and software. The effort covers both surface and subsurface platforms and will be performed under a firm‑fixed‑price base year with four one‑year options (up to five years total). Scope includes:
• Production, assembly, integration, and testing of ECDIS hardware (racks, computers, displays, laptops/ENL, etc.).
• Maintenance, modification, upgrades, integration, testing, and delivery of ECDIS software (C#, C++, Python, Java, etc.).
• Provision of Government‑Furnished Information (GFI) such as source code, hardware BOM, technical data packages, and configuration diagrams at contract award.
• Ongoing sustainment, defect remediation (approx. 515 open defects), and engineering support (software & hardware CLINs).
• Delivery FOB Destination (hardware to contractor for inspection; production units to Government).
• Options for additional quantities and spares, with a not‑to‑exceed ceiling of 160 AN/SYN‑1 units and 40 SIBS units.
