TO PROVIDE MENTAL HEALTH SERVICES AT ERIE COUNTY SECURE AND SPECIALIZED SECURE DETENTION

The County of Erie is seeking a qualified provider (or providers) to deliver comprehensive mental‑health services to youth detained at the Erie County Secure & Specialized Secure Detention (ECSSSD) facility. The award will fund a one‑year contract beginning January 2027, with annual renewals possible based on performance and funding availability. Services must include on‑site psychiatric coverage, crisis response, individual and group therapy, medication management, court‑related assessments, and collaborative support to detention staff, all delivered in a trauma‑informed, culturally responsive manner. • 24/7 psychiatric coverage (on‑site Mon‑Fri 9 am‑9 pm; on‑call off‑hours) and immediate crisis response. • Individualized clinical services: intake screening, medication prescribing/monitoring, therapeutic interventions, human‑trafficking assessments, discharge planning, and timely court reports (48‑72 hr). • Weekly group‑based programming and hands‑on presence in living units, plus creative‑expression and life‑skills therapies. • Staff consultation, training, and on‑unit crisis intervention for correctional personnel. • Full compliance with NYS mental‑health, ADA, language‑access, and audit/financial reporting requirements; administrative overhead capped at 15 % of the budget.
