Real Estate Appraisal Review Services

The Central Ohio Transit Authority (COTA) is seeking qualified, pre‑qualified consulting firms (ODOT‑approved) to provide independent real‑estate appraisal review services supporting COTA’s extensive transit expansion initiatives, including bus rapid transit corridors. The work will encompass review of appraisal reports, assistance with right‑of‑way acquisitions, easements, relocations, excess‑property transactions, and related real‑property activities across multiple projects over a five‑year performance period. Proposals must be submitted electronically by the stated deadline, and pricing will be on a time‑and‑materials basis with a detailed cost breakdown for each appraisal product. • Scope: Review and validation of real‑estate appraisal reports (full, limited‑scope, value finding, USPAP reviews, etc.) for parcels involved in COTA’s LinkUS transit modernization plan. • Volume: Anticipated high‑volume corridor‑level surges; firms must demonstrate capacity to handle multiple simultaneous appraisals without delaying acquisition schedules. • Contract length: 5‑year base period, with up to zero optional one‑year extensions. • Delivery: Digital deliverables per parcel (appraisal report, impact notes, project management documentation). • Evaluation criteria: Qualifications/experience, past government/transit work, technical approach, understanding of COTA’s vision, project management, cybersecurity, and cost. • Payment: Time & Materials/Labor‑hour rates; detailed cost proposals required. • Mandatory pre‑qualification: Must be an ODOT‑pre‑qualified consulting firm.
