The State of North Dakota seeks a single vendor to deliver a turnkey, integrated inmate‑communication system covering voice telephone service, remote video visitation, rugged tablets for inmate use, and a commissary ordering and inventory platform. The solution must integrate with the State’s existing justice‑system software, meet strict security, fraud‑prevention, and ADA accessibility standards, and be hosted on State‑approved infrastructure (or obtain a hosting exemption). The contract includes installation, migration, ongoing support, and a five‑year term with possible annual renewals. • Provide VoIP phone and video‑visitation hardware and software for all ND correctional facilities, including new sites (Bismarck Transition Center, Heart River, etc.). • Supply, configure, and maintain inmate‑focused tablets with Westlaw access, digital‑mail scanning, and commissary integration. • Implement a commissary ordering and inventory management application that syncs with Syscon Justice Systems. • Deliver full‑time project management, security compliance (FedRAMP/HITRUST/StateRAMP), data‑center hosting, backup, disaster‑recovery, and SLA reporting.
