Description

The State of Arkansas is seeking qualified vendors to provide transitional housing services for offenders under the supervision of the Division of Community Correction. The selected vendors will be added to a qualified vendor list, and the state may award contracts to multiple vendors. The transitional housing facilities must provide room and board, counseling, treatment, educational, and recreational services on a cost-per-day basis. The facilities must be licensed by the Arkansas Department of Correction and meet specific requirements, including maintaining a staff-to-offender ratio of at least 1:25 and providing 24-hour supervision. The initial term of the contract will be one year, with the option to renew for up to six additional one-year terms. • The facilities must be located in the state of Arkansas. • The facilities must meet the minimum standards and requirements established by the Arkansas Department of Correction. • The facilities must provide evidence-based programs and services to address the criminal risk factors and stabilizing needs of the offenders. • The facilities must have trained staff on the premises to provide 24-hour supervision. • The facilities must conduct resident drug tests weekly and maintain drug test logs.

Budget estimate

$500,000 – $5,000,000

The budget for this opportunity is difficult to estimate, as the solicitation does not provide a specific budget or pricing information. However, based on the scope of work and the requirements for the transitional housing facilities, it is likely that the contract value will be substantial. The state may award contracts to multiple vendors, and the initial term of the contract is one year with the option to renew for up to six additional one-year terms. Considering the cost of providing room and board, counseling, treatment, educational, and recreational services, as well as the staffing requirements, a rough estimate for the annual contract value could be in the range of $500,000 to $5,000,000.
