Financial Planning/Investing Subscription

The Department of War Libraries seeks a commercial off‑the‑shelf, web‑based financial planning and investing subscription to serve patrons of Air Force, Army, Marine Corps, Navy, and Military OneSource libraries. The contractor must deliver daily articles, newsletters, video content, and online courses covering stocks, funds, portfolios, and bonds, along with SAML‑based single sign‑on, usage statistics, and full customer/technical support. Access must be secure (TLS 1.3, HSTS, RSA‑2048) and available via browsers and mobile devices. The contract includes all licensing, authentication integration, reporting, and support for a 12‑month period. • Provide four monthly newsletters and maintain a 12‑month archive. • Daily market updates, personal‑finance articles, fund/stock/ETF analysis, and college‑savings content. • Daily video updates and an archive of educational videos. • Online courses with assessments covering stocks, funds, portfolios, and bonds. • Secure, SAML‑based single sign‑on for eligible DoW library patrons. • Usage reporting by service branch and dedicated support contact.
