FlexTech Program

The Flexible Technical Assistance (FlexTech) Program provides cost‑shared, objective technical‑assistance services—such as energy audits, retro‑commissioning, clean‑heating studies, climate‑action planning, and renewable‑energy feasibility analyses—to New York commercial, industrial, institutional, and multifamily customers that pay the State’s Systems Benefit Charge. Eligible entities submit a Scope of Work and budget through the NYSERDA portal; awards are made on a first‑come‑first‑served basis until the funding pool is exhausted. The program covers up to 2 years of service, with cost‑share caps of $500 k (or 20 % of the applicant’s annual energy expenditure) and specific percentages based on customer type. Consultants (either NYSERDA‑qualified FlexTech Consultants or independent service providers) deliver the studies, and NYSERDA reimburses the cost‑share according to progress‑payment milestones. • Eligible customers: NY‑based commercial, industrial, institutional (including priority school districts), and multifamily (affordable and market‑rate) owners, with SBC payment status or DAC eligibility determining cost‑share percentages. • Primary services: Energy studies, RCx studies, clean‑heating/cooling studies, climate‑action or sustainability plans, thermal‑energy‑network studies, energy master planning, school‑bus electrification, PHA pathways, etc. • Funding limits: Up to $500 k (or 20 % of annual energy spend) per project; max $1 M per entity over two years; secondary services capped at $10 k each. • Application process: Register on the NYSERDA portal, upload a detailed Scope of Work (site‑specific data, methodology, deliverables) and a line‑item budget, then submit by the Dec 31 2030 deadline. • Payment: Invoices submitted via NYSERDA’s invoice portal; up to 75 % of cost‑share may be invoiced before draft‑report, with the remainder after final approval.
