ADS IT Development Services Addendum 1

The State of Vermont’s Agency of Digital Services is seeking qualified vendors to provide a broad set of IT professional services to support the Medicaid Enterprise Systems Portfolio (MESP) for the Agency of Human Services. The work is organized as time‑and‑materials engagements covering business analysis, project management, software development, DevOps, database design/administration, and architecture across multiple platforms (Salesforce, SQL Server, Oracle, cloud environments). All resources must be employee‑based, pass background checks, hold relevant certifications, and operate under strict security and compliance mandates (NIST, HIPAA, etc.). The contract will run for up to five years, beginning July 1 2026, with the State reserving the right to award one or more contracts and to extend as needed. • Provide on‑site (or approved remote) IT professionals across defined roles (Business Analyst, Project Manager, Salesforce Developer, Full‑Stack Developer, DevOps Engineer, Database Administrators, etc.). • Deliver weekly status reports, monthly time‑tracking, and adhere to the State’s reporting and invoicing requirements. • Comply with numerous certifications (worker‑classification, climate‑change, anti‑lobbying, etc.) and meet stringent data‑security standards for handling PHI, PII, PCI, and other sensitive data.
