Kinship Support Navigator Program

The State of Delaware’s Department of Services for Children, Youth and Their Families (DSCYF) seeks a qualified contractor to deliver a statewide Kinship Support Navigator Program. The contractor will provide trauma‑informed, evidence‑based navigation services to both formal and informal kinship caregivers, including home assessments, case management, support groups, and coordination with multiple state agencies. Service delivery must cover all three Delaware counties, adhere to Title IV‑E and California evidence‑based clearinghouse standards, and maintain rigorous data‑collection and reporting for federal reimbursement eligibility. The contract will be funded on a 12‑month basis using a hybrid unit‑cost (home assessments) and cost‑reimbursable (case‑management) pricing model. • Provide ~60 licensure‑related home assessments and case‑manage ~100‑110 kinship caregivers annually. • Staff a Kinship Director (MSW, ≥5 yr experience), Program Coordinator (MSW), Caseworker Navigators, Peer Navigators, and support staff, all cleared through state/federal background checks. • Maintain a dedicated Kinship web‑section, submit monthly activity logs, and produce quarterly/annual outcome reports. • Must be a Delaware‑licensed Child Placing Agency, hold required liability insurance, and demonstrate an approved evidence‑based kinship navigation model.
