Owner's Representative for City of Kennewick - City Hall, Aquatics Facility, Fire Station 6

The City of Kennewick is seeking a qualified Owner’s Representative to act as the chief project manager, legal advisor, and advocate for three major capital construction initiatives: a new City Hall, an Aquatics Facility, and Fire Station No. 6. The firm will guide the City through all phases—from project definition, delivery‑method selection (Design‑Build, Progressive Design‑Build, GCCM, or traditional DBB), CPARB application preparation, procurement, construction oversight, to close‑out—ensuring compliance, budget control, and minimal disruption to existing operations. The contract is initially three years with possible renewal; work is expected to span 2‑3 years across the three projects.
