Superintendent Academy

The Commonwealth of Pennsylvania’s Department of Education is seeking proposals to deliver a no‑cost Superintendent Academy. The program will provide annual training (both online and face‑to‑face) and a year‑long mentorship for Certified Qualified Leader (CQL) holders, as well as new Assistant Superintendents and Superintendents who have earned a Letter of Eligibility (LOE). The award will be a firm‑fixed‑price contract for a five‑year term, with the contractor responsible for the majority of work and required to meet extensive reporting, workforce‑utilization, and compliance obligations. • Deliver a curriculum aligned to Pennsylvania’s School Leadership Standards (24 P.S. § 12‑1217 (a)). • Provide mentorship for each participant throughout the year‑long program at no cost to the participants. • Support up to 75 new district/IU administrators annually, with both online and in‑person delivery, beginning by September 1 2026. • Submit a detailed technical plan, cost matrix, and required certifications (Act 48 status, SDB participation, Domestic‑Workforce Utilization, etc.). • Maintain compliance with Pennsylvania procurement rules, reporting requirements, and a one‑year warranty on deliverables.
