The City of McCook is seeking a Qualified Environmental Professional (QEP) to lead and oversee the asbestos and lead remediation of the former St. Catherine’s Healthcare Campus. The work includes completing the Analysis of Brownfields Cleanup Alternatives (ABCA), developing a Quality Assurance Project Plan (QAPP) and a Health and Safety Plan (HASP), securing state permits, providing air‑monitoring and oversight during abatement, and delivering final inspection and close‑out documentation. The contract will be awarded on October 19 2026 with a preferred completion of planning documents by November 20 2026 and overall project finish by May 2027.
• Scope of Services: ABCA, QAPP, HASP, permitting, EPA ACRES reporting, cost estimating, abatement oversight, air monitoring, project management, final inspection, close‑out paperwork.
• Schedule: RFP submission deadline 4 PM Oct 13 2026; award Oct 19 2026; planning deliverables Nov 20 2026; abatement contract by end Dec 2026; project completion targeted May 2027.
• Evaluation Criteria: Experience (15 %), staff qualifications (15 %), schedule (20 %), cost (50 %).
• Mandatory requirements: No subcontracting without written consent; extensive insurance coverage (general liability, professional liability, pollution, workers’ comp, etc.).
