PORT OF SKAGWAY – PORT MASTER PLAN UPDATE

The Municipality of Skagway is seeking a qualified professional services firm to create an updated, long‑term master plan for the Port of Skagway. The consultant will lead public outreach, compile existing data, analyze current and future demand, develop at least three conceptual alternatives, and produce a comprehensive master plan with implementation strategies, all to be delivered within six months of the Notice to Proceed. • Conduct stakeholder engagement (surveys, public meetings, open house) and document outreach activities. • Gather and analyse data on cruise traffic, ferry operations, rail usage, cargo handling, and waterfront facilities. • Create three planning‑level conceptual alternatives addressing dock layout, cruise operations, industrial cargo, rail, vehicle circulation, and pedestrian safety, with cost estimates and a recommended option. • Deliver a full master plan package (draft and final reports, graphics, implementation schedule, cost estimates) by early December 2026. • Provide all deliverables in PDF and editable formats; comply with insurance, indemnification, and reporting requirements.
