RFR 43-26 - 2026 Underwriting and Bond Services

The Massachusetts Bay Transportation Authority (MBTA) is seeking qualified public finance investment banking and underwriting services firms to serve as an underwriter for its capital markets financings. The selected firms will be included in the MBTA's senior manager pool and co-manager pool, and will be eligible to participate in the 2026 Bond Financing Project. The project involves the issuance of new money bonds to finance a portion of the Authority's Capital Investment Plan, as well as the consideration of refunding outstanding maturities for debt service savings. The MBTA is seeking firms with experience in underwriting and investment banking services, and a strong commitment to supplier diversity. Key aspects of the job include: * Developing and presenting potential financing structures and a proposed sale calendar for financings * Assisting the MBTA and bond counsel in the preparation of legal documentation * Participating in the MBTA's solicitation of credit ratings * Providing assistance in the preparation of the preliminary and final official statements for related bond issues * Participating in investor presentations and identifying potential investors * Managing all members of the syndicate in accordance with the MBTA's stated financing objectives * Following the MBTA's debt management policies and procedures * Assisting the MBTA in the successful structuring, marketing, and sale of debt obligations to achieve its goals of attaining lowest possible borrowing cost and expansion of the MBTA's investor base
