Process Service / Law Department

The City of Worcester is seeking a qualified process‑serving provider to deliver comprehensive legal‑process services for its Law Department over a two‑year period, with the possibility of a third‑year renewal. The contractor must handle service of summons, complaints, subpoenas, and other court documents both within Worcester County and throughout the Commonwealth of Massachusetts, meeting strict turnaround times and detailed documentation requirements. Licensed constables or certified process servers are required, and subcontracting is allowed only with prior approval for services inside Worcester County. The contract will be awarded to the lowest responsive and responsible bidder after a public bid opening. • Provide daily collection and service of original summons, complaints, subpoenas, and other legal documents. • Meet rapid turnaround: same‑or‑next‑business‑day for Worcester County, 48 hours for the rest of the Commonwealth. • Maintain licensing, bond, insurance, and record‑keeping compliance; retain copies for one year and e‑file returns with the Housing Court.
