Transit Advertising Services

Greater Portland Transit District (Metro) is seeking a qualified vendor to provide full‑service advertising management for its fixed‑route transit assets. The contractor will be responsible for selling ad inventory, handling billing and revenue‑share accounting, producing and installing advertising media on buses and bus shelters, maintaining the ads, and removing them at contract end or when damaged. The contract is a five‑year term with two optional one‑year extensions and includes a revenue‑share model (percentage to be negotiated) and strict compliance with Metro’s advertising policy. • Scope includes sales, marketing, production, installation, maintenance, and reporting for bus exterior, interior, and shelter ads. • Contractor must adhere to content restrictions, safety standards, and timing windows for installation (evenings/weekends). • Revenue‑share percentages, rate cards, and sell‑through data will be disclosed in addenda; current FY‑2026 on‑board revenue is about $60 k. • The award is contingent on receipt of an FTA grant; the vendor must meet all federal, state, and agency compliance requirements (Buy‑America, civil‑rights, environmental, etc.).
