RHTP Crisis Transportation Services

The Kansas Department for Aging and Disability Services (KDADS) is issuing an RFP to establish a statewide, 24/7/365 crisis transportation program (RHTP) that will move individuals experiencing mental health or substance‑abuse crises to appropriate treatment facilities. The contractor must provide centralized dispatch, vehicles equipped for behavioral‑health transport, and staff trained in de‑escalation and trauma‑informed care. Services will be sourced from multiple referral channels (988 crisis lines, hospitals, law enforcement, courts, etc.) and must cover all 105 Kansas counties. The contract runs from the award date through September 30 2029 with an option for two additional one‑year renewals. Bidders must be pre‑registered with the State, submit a technical and cost proposal, and meet numerous compliance certifications (tax clearance, immigration, anti‑boycott, telecom restrictions, etc.). • Provide non‑emergency, behavioral‑health crisis transportation across Kansas (all counties) • Operate 24 hours per day, 365 days per year with centralized dispatch • Use vehicles and staff trained for mental‑health crisis response (de‑escalation, trauma‑informed) • Accept referrals from 988 crisis lines, hospitals, law enforcement, courts, community agencies • Contract period: award → 09/30/2029 (up to 3 years, with two optional 1‑year renewals) • Mandatory bidder registration; no bid guarantee required • Submit technical and cost proposals by 09/29/2026 2:00 PM CST to [email protected]
