The Massachusetts Trial Court is seeking qualified contractors to provide comprehensive snow and ice management services for all trial court facilities across the Commonwealth. The contract is organized into geographic “clusters,” each of which may be bid on separately, and the Court may award clusters individually or to a single contractor for multiple clusters. Contractors must demonstrate the ability to mobilize 24‑hour crews, maintain an inventory of approved de‑icing materials, and meet performance standards for pretreatment, plowing, sidewalk clearing, snow relocation, and ice mitigation on roads, parking lots, sidewalks, ramps, and other critical access points.
• Provide continuous weather monitoring, event‑response planning, and automatic mobilization when trigger conditions are met.
• Perform pretreatment, plowing, de‑icing, sidewalk shoveling, and snow hauling for all trial court facilities within assigned clusters, adhering to detailed service standards in Attachment A.
• Supply and maintain all required equipment (8‑ft plow trucks, sanders, loaders, Bobcats, sidewalk treatment machines, haul trucks, etc.) and staffing (on‑call supervisors, 24‑hour contacts, reserve crews) to handle simultaneous statewide storms.
• Comply with Commonwealth contract requirements: insurance minimums, indemnification, record‑keeping (6‑year retention), confidentiality, and submission of required forms (Bidder Response Package, W‑9, authorized signatory list, etc.).
