The City of Toledo’s Department of Housing & Community Development is seeking a licensed Ohio title company to serve as escrow agent and provide title‑insurance, closing, and related services for the HOME at Last home‑ownership assistance program. The contractor will manage a dedicated escrow fund, coordinate simultaneous closings with first‑mortgage lenders, record required documents, and submit monthly escrow reports. The award will be for a 12‑month period (with possible extension) and includes handling of up to $629,465 in escrow funds and grant disbursements of up to $12,500 (or $20,000 in designated revitalization zones) per homebuyer.
