Benefit Broker Services

The Community College System of New Hampshire (CCSNH) seeks a single‑point‑of‑contact benefit broker to administer, coordinate, and optimize all employee benefit programs for its statewide system of community colleges. The contractor will assume full‑cycle administration of health, dental, vision, life, disability, FSA/HSA/HRA, COBRA, retirement (403(b) and non‑NHRS), wellness, and employee assistance services, serving as the exclusive liaison between CCSNH and existing benefit carriers. The scope includes analysis of current plans, design of improved offerings, regulatory compliance, actuarial support, and provision of digital enrollment tools. • Manage and integrate all existing benefit carriers (medical, dental, vision, life, etc.) under a unified broker model. • Provide plan design, cost‑containment analysis, and compliance reporting for state, federal, and higher‑education regulations. • Deliver ongoing employee education, enrollment platforms, and support services, including COBRA and stop‑loss administration. • Submit a three‑year cost proposal with clear fee structure (core vs. incremental) and meet insurance & good‑standing requirements.
