Request for Whitepaper - AEDC Facility Digital Twins and Predictive Analytics

The Department of the Air Force is soliciting whitepapers for an Other Transaction Agreement to develop high‑fidelity digital‑twin models of the Arnold Engineering Development Complex (AEDC) facilities, starting with the Von Kármán Gas Dynamics Facility (VKF) Yard & Plant. The effort will be phased, multi‑year, and will require advanced 3‑D laser scanning, BIM authoring (Revit, Plant 3D), data‑management, and compliance with stringent cybersecurity (NIST SP 800‑171, CMMC Level 2) and data‑rights requirements. The government will award a firm‑fixed‑price contract for the base phase, with optional follow‑on phases for additional facilities. • Create a high‑accuracy (± ¼ in.) 3‑D digital twin (LOD 350 + , LOD 400 desired) of VKF Yard & Plant, including an intelligent Autodesk Plant 3D process model linked to existing P&IDs. • Deliver native Autodesk files, registered point‑clouds, 2‑D drawings, open‑standard formats (IFC, E57), and immersive virtual‑walk‑through capability. • Provide a comprehensive Quality‑Control plan, Exclusion Justification Report, end‑user training curriculum, and ongoing technical support. • Meet unlimited data‑rights requirements, maintain CUI handling, and ensure all personnel are U.S. citizens with required security clearances. • Follow a strict schedule: question deadline (14 Aug 2026), site visit (30 Sep 2026), final whitepaper submission (21 Oct 2026).
